When you sign this agreement, you will be prompted
to designate your primary health information network (HIN).
It replaces existing participation agreements your organization may have with Hixny
or any of the other qualified entities (QEs) of New York specifically around the minimum service requirements.
You can select for your organization to continue receiving core services from another QE
or you may choose to receive your core services from Hixny.
Doesn’t my organization already have a primary HIN with which it participates?
Yes, it does. That is most likely based on geography. However, you have a choice and can decide that another HIN—like Hixny—may be better suited to meet your current and future needs.
What’s the benefit to designating Hixny as our primary HIN?
Every QE has to meet the minimum requirements of core services, with Hixny you also gain access to enhanced efficiencies, our expertise and a sense of empowerment.

What if we want to stay with our current HIN, can we still access Hixny’s services and tools?
Yes, you can still access our value-added services and tools, even if you are designating a different QE as your primary HIN. We ask that you reach out to us directly to explore what options may be available.
Will our organization have to sign a participation agreement with Hixny?
If you are designating Hixny as your primary HIN, the SCPA replaces the existing participation agreement you have with us for basic services such as patient lookup (including statewide), alerts consent management and public health integration.
However, if you choose to explore any of our value-add services you may be asked to sign an applicable agreement with Hixny. This is the case whether you have selected Hixny as your designated HIN or not.
