The Statewide Common Participation Agreement (SCPA) is a standardized agreement with a goal of ensuring consistent and secure data sharing across the Statewide Health Information Network of New York (SHIN-NY). It is an integral piece of New York’s health information exchange framework.

Last month, the agreement was released with notice that all regulated entities in New York will be required to sign the agreement to remain compliant with statewide policies and procedures. You can find more information here.

Understanding the SCPA

The SCPA is a legal framework developed by the New York State Department of Health and the New York eHealth Collaborative (NYeC). It is replacing existing participation agreements that existed with individual qualified entities (QEs)—like Hixny—to provide consistency across the SHIN-NY.

Are you a regulated entity?

Entities providing services that impact public health—such as hospitals, long-term care facilities and clinics—are considered regulated entities.

Regulated Entities

Mandated to remain connected to the SHIN-NY. Must sign the SCPA by September 30, 2025.

Non-Regulated Entities

Not currently mandated. Encouraged to adopt SCPA to maintain consistent data sharing practices.
